Meta Advises of Alabama Final Rules Change for Restricting EBT Card Usage at Specific Locations - Permanent 10/16/14
10/31/14: The amendments prohibiting the withdrawal or use of benefits in an EBT transaction in certain facilities and for purchase of certain items has been in effect as a permanent amendment since October 16, 2014.
AL Department of Human Services exploring program or method to block access to benefits at ATMs at certain facilities
10/15/14: The State of Alabama Department of Human Resources is discussing options for a program or method to block access to benefits at certain facilities. In 2014, AL legislation was enacted that requires the Department to consult with providers of ATM services to consider implementing a program or method to block access to benefits at ATMS “located in or at a retail establishment the primary purchase of which is the sale of alcoholic beverages, a casino, a tattoo facility, facility providing psychic services, or an establishment that provides adult-oriented entertainment in which performers disrobe or perform in an unclothed state.” Should the Department determine a program is feasible, the program will be initiated by 10/1/15.
The Department did request information from the contractor which provides EBT cards (Xerox/ACS). The EBT contractor provided a response with an alternative and the Department has requested additional information. No decision has been made by the Department at this time.
The Department did adopt permanent amendments effective 10/16/14 that prohibits the withdrawal or use of benefits in an EBT transaction in certain facilities and prohibits the use of benefits to purchase certain items. The new permanent amendment restrictions are mirrored in the program blocking locations being discussed.

AL Department of Human Services proposes rule change for use of EBT cards in specific locations
10.02.13: The State of Alabama Department of Human Resources has proposed a new rule concerning unauthorized electronic benefits transfer (EBT) transactions to prevent EBT transactions, including at ATMs, in liquor stores, gambling establishments, and strip clubs. The Department revised the proposed rule and published a second notice of the proposed rule. The Department is accepting comments until 11/4/13.
