Summary: Current version (6/6/2015): Allows the Secretary for Children and Families to raise or rescind the ATM withdrawal limit in order to ensure continued appropriation of the TANF Block Grant through compliance with the provisions of the Middle Class Tax Relief and Job Creation Act of 2012 that govern adequate access to cash assistance.

As of 6/6/15, the measure was awaiting transmittal to Governor Sam Brownback. Within ten days after passage, every bill must be signed by the presiding officers and presented to Governor Sam Brownback. If the Governor approves the bill, he will sign it. If the Governor does not approve the bill, the Governor will veto it by returning the bill, with a veto message of the objections, to the chamber of original of the bill.

Summary: Current version (4/1/2015): Limits the amount and frequency that TANF cash may be withdrawn using an ATM to $25 per transaction and to one transaction per day. Prohibits TANF cash assistance to be used for purchases at point of sale outside the state of Kansas.

Prohibits TANF cash assistance to be used to purchase alcohol, cigarettes, tobacco products, lottery tickets, concert tickets, professional or collegiate sporting event tickets, tickets for other entertainment events intended for the general public, or sexually oriented adult materials.

Prohibits TANF cash assistance to be used in a liquor store, casino, gaming establishment, jewelry store, tattoo or body piercing parlor, spa, massage parlor, nail salon, lingerie shop, tobacco paraphernalia store, vapor cigarette store, psychic or fortune telling business, bail bond company, video arcade, movie theater, swimming pool, cruise ship, theme park, dog or horse racing facility, pari-mutuel facility or an adult sexually oriented retail business or entertainment establishment.
